KOCHI: The Kochi enterprise, which is yet to entirely implement its prestigious e-governance program, has failed to hand over the four essential services that have been functional until now. Of the 14 modules of the proposed e-governance program, a protracted undertaking of the standard frame, only four functions have been useful, like delivery, death and marriage certificates, and constructing permits.
